Cannot go fund SEP-IRA for undocumented employee

Employer needs to produce a SEP-IRA contribution, and an employee is unable to open an account to receive her contributed because femme could be undocumented, and that's blocking trustee von opening one account for her. Any idea that the employer should execute if a depot won't open an account to receive the contribution?
